European Digital Identity Framework published in EU Official Journal

On April 30, 2024, the Regulation (EU) 2024/1183 establishing the European Digital Identity Framework was published in the Official Journal of the European Union

The Regulation aims to ensure the provision of a good level of security for eID services used across the EU to enable and facilitate the right to access online public and private services, including cross-border access, throughout the EU. Generally, the Regulation 2024/1183 aims to simplify and standardise the use of electronic identification and related services within the European Union. 

Specifically, it aims to: 

  • Make electronic identification easier across Europe: EU countries will have to recognize electronic IDs issued by other EU countries. This will also apply to a new European Digital Identity Wallet (EUDI Wallet).
  • Set clear rules for electronic documents and services: The Regulation establishes a legal framework for various electronic activities, including signing documents electronically, ensuring they haven't been tampered with (electronic seals), and keeping them safe for long periods (electronic archiving).
  • Ensure security and privacy for the EUDI Wallet: The Regulation outlines how to handle security breaches and data protection for the EUDI Wallet. It also sets up a group to oversee how the EUDI Wallet system functions.
  • Establish a European Digital Identity Cooperation Group: The Commission will create a group to ensure collaboration on electronic identity across Europe.

Next steps
The Regulation will enter into force on May 20, 2024. The deadline for the publication of the first set of implementing acts related to EUDI Wallet and electronic attribute attestations is set for November 21, 2024, and for other implementing acts related to all other trust services on May 21, 2025.
